Video footage posted on Monday said the man , who is about 40 years old, was heard shouting and telling one of the police officers who patted him on his shoulder that “I can’t breathe.”
Mayor Jacob Frey has condemned the incident, which he described as a serious mistake, and said being a black man in the United States is not a crime.
The incident reminds people of what happened to a black man named Eric Garner, who died when he was jailed in 2014.
Garner’s neck was choked with an iron where he said “I can’t breathe” about a dozen times.
His comments became a comment by activists in protest of police brutality against black Americans in the United States.
