President Sisi launched his new plan in Cairo with General Khalifa Haftar, who he is backing.
Despite military support from Egypt, Russia, the Arab world, and other countries, General Haftar has been losing ground these past few weeks.
With the help of Turkey, General Haftar’s forces were driven out of western Libya, taking the last city under his control on Friday.
The Libyan government has not said anything about President Sisi’s mediation plan.
